Should I say this is a fence, but technically it is a railing? Or, should I say this is a railing, but technically it is a fence? Guess it doesn't really matter ... it functions as a fence on either count.

As a Chicagoan, it is a rail. If it were in the South, debatable. I almost did this meme, as I did get some fences while trucking, but am still putting posts together. Texas is really into fences!
